New motorcycles must comply with the Euro 4 standard

Euro-emission standards have changed definitively since 1 January 2017. The Euro 4 standard is thus imposed on each manufacturer when new vehicles are sold. This standard aims, for example, to combat air pollution and the obligatory installation of an ABS braking system.
All motorized vehicles with a motorcycle and scooter of more than 125 cm3, sold in France, must comply with the Euro 4 standard since 1 January 2017. This measure also applies to the quads. As a result, this standard will be imposed for smaller displacements including mopeds by 2018.

Why a Euro 4 standard?
The euro standard was set up by the European institutions to determine a maximum level of polluting emissions such as carbon monoxide, nitrogen oxides and fine particles emitted by diesel vehicles. The purpose of this standard is to reduce air pollution.
In fact, it applies when the vehicle is homologated by measuring the volume of polluting gases emitted by the vehicle. However, this measure does not apply to CO2 emissions which is not taken into account in the current regulations.

What changes for the manufacturer?
The Euro4 standard, in addition to setting new anti-pollution standards, aims at reducing noise, automatically switching on dipped-beam headlamps at start-up and installing ABS. The ABS braking system became mandatory for all vehicles manufactured since 1 January 2017. This braking aid was previously offered as an option to the customer in order to limit motorcycle slippage.
From now on, motorcycle manufacturers are required to integrate this device during the manufacture of the vehicle and not after it has been put into circulation. This standard equipment will therefore oblige the manufacturers to pass on this cost to the purchase, in other words the higher prices for the customer.

A price increase for the buyer?

It is obvious that with this European standard, the cost of a new vehicle will increase for the installation of the ABS. The cost of ABS is estimated to be between 400 and 1000 euros to bring the old models into conformity. However, the current legislation allows manufacturers, by way of derogation, to dispose of the stock of vehicles imported into the territory before 31 December 2016.
As a result, buyers will be able to switch to Euro 3 vehicles (both new and used) in order to obtain attractive discounts, which will lead to a significant reduction in premiums for motorcycle insurance contracts. As a reminder, the value of the vehicle is an important factor in the calculation of an insured's contribution.
